Harlow is a local government district and new town in Essex, England. The masterplan was drawn up in 1947 by Sir Frederick Gibberd, and the development incorporated the market town of Harlow (now called "Old Harlow"), and the villages of Great Parndon, Latton, Little Parndon and Netteswell.
